The Federal Constitutional Law on the National Coat of Arms of the Russian Federation
Adopted on December 8, 2000 by the State Duma

Approved on December 20, 2000 by the Federation Council
(As amended by Federal Constitutional Laws №2 and №1 dated July 9, 2002 and June 30, 2003 accordingly)
The Federal Constitutional Law establishes the description and procedure of the official use ofthe Coat of Arms of the Russian Federation.

Article 1
The National Coat of Arms of the Russian Federation is an official state symbol of the Russian Federation.
The National Coat of Arms of the Russian Federation is a rectangular red heraldic shield with rounded corners and a pointed middle at the bottom. The shield is adorned with a golden double-headed eagle spreading its wings upward. Two small crowns are placed upon the eagle’s heads and, above them a large crown, all three joined together by a ribbon. In its right talons the eagle holds a scepter and in its left talons it holds an orb. A silver horseman mounted on a silver horse and wearing a blue cloak is depicted on the red shield on its breast. With his silver spear he is slaying the black dragon lying flat on its back and trampled underfoot by the horse.
The multicolour and one-colour illustrations of the National Coat of Arms of the Russian Federation are placed in Annex 1 and Annex 2 to the Federal Constitutional Law.

Article 2
The reproduction of the National Coat of Arms of the Russian Federation is authorized without the heraldic shield (only the main figure – the double-headed eagle with attributes listed in Article 1 of the Federal Constitutional Law) and in a one-colour manner.

Article 3
The multicolour version of the National Coat of Arms of the Russian Federation is placed on the official printed forms pertaining to:
· Federal Constitutional Laws and Federal Laws;
· decrees and orders of the President of the Russian Federation;
· decisions of the Federation Council of the Federal Assembly of the Russian Federation;
· decisions of the State Duma of the Federal Assembly of the Russian Federation;
· decisions and orders of the Government of the Russian Federation;
· decisions of the Constitutional Court of the Russian Federation;
· decisions of the Supreme Court of the Russian Federation;
· decisions ofthe Supreme Court of Arbitration of the Russian Federation;
· the President of the Russian Federation;
· the Federation Council of the Federal Assembly of the Russian Federation;
· the State Duma of the Federal Assembly of the Russian Federation;
· the Government of the Russian Federation;
· the Constitutional Court of the Russian Federation;
· the Supreme Court of the Russian Federation;
· the Supreme Court of Arbitration of the Russian Federation.

The one-colour version of the National Coat of Arms of the Russian Federation is placed on the official printed forms pertaining to:
· the Presidential Administration of the Russian Federation;
· Presidential Envoys to the Federal Districts of the Russian Federation;
· federal executive authorities;
· the Prosecutor General's Office of the Russian Federation;
· the Ombudsman of the Russian Federation;
· the Accounts Chamber of the Russian Federation;
· the Central Election Commission of the Russian Federation;
· the Central Bank of the Russian Federation.


The one-colour version of the National Coat of Arms of the Russian Federation without the heraldic shield is placed on the official printed forms pertaining to:
· the Interagency Commission on State Secrets Protection;
· bodies, agencies, institutions attached to the President of the Russian Federation;
· bodies, agencies, institutions attached to the Government of the Russian Federation;
· federal courts;
· bodies of the Prosecutor General's Office;
· Diplomatic Missions, Consulates and other official representative offices of the Russian Federation abroad.

Article 4
The National Coat of Arms of the Russian Federation is reproduced on the ID papers of the citizens of the Russian Federation, and on other legal documents issued by the agencies of the federal government and registry offices. (As amended by Federal Constitutional Law №1 dated June 30, 2003 ).
The National Coat of Arms of the Russian Federation is placed on the seals of the agencies of the federal government and other state agencies, bodies and institutions; on the seals of the agencies, bodies and institutions regardless of ownership, granted certain political powers, and registry offices. (As amended by Federal Constitutional Law №1 dated June 30, 2003 ).

Article 5
The National Coat of Arms of the Russian Federation is placed:
on the facade of the building of the official residence of the President of the Russian Federation;
on the facade of the buildings of the Federation Council of the Federal Assembly of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Government of the Russian Federation,the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Supreme Court of Arbitration of the Russian Federation, Diplomatic Missions, Consulates and other official representative offices of the Russian Federation abroad;
inside the office of the President of the Russian Federation;
inside the meeting halls of the Federation Council of the Federal Assembly of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Government of the Russian Federation,the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Supreme Court of Arbitration of the Russian Federation and other federal courts, legal (representative) agencies of the federal government of the subjects of the Russian Federation, higher executive agencies of the federal government of the subjects of the Russian Federation, the courts of the subjects of the Russian Federation;
in the meeting halls of the representative bodies of the local government (As amended by Federal Constitutional Law №2 dated July 9, 2002 );
in the offices of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation, the Speaker of the State Duma of the Federal Assembly of the Russian Federation, the Head of the Government of the Russian Federation,
the Chief of the Presidential Administration of the Russian Federation, Presidential Envoys to the Federal Districts of the Russian Federation, the Chairman of the Constitutional Court of the Russian Federation, the Chairman of the Supreme Court of the Russian Federation, the Chairman of the Supreme Court of Arbitration of the Russian Federation, the Prosecutor General of the Russian Federation, the Head of the Central Bank of the Russian Federation, the Head of the Accounts Chamber of the Russian Federation,the Ombudsman of the Russian Federation, the Chairman of the Central Election Commission of the Russian Federation, heads of federal executive authorities, federal judges, prosecutors, and heads of agencies of the Federal Government of the subjects of the Russian Federation, heads of the municipal formations, heads of diplomatic missions, consulates and other official representative offices of the Russian Federation abroad, including official representative offices of the Russian Federation to international organizations;

inside the chambers of the registry offices (the sub-paragraph is added by Federal Constitutional Law №1 dated June 30, 2003).

Article 6
The National Coat of Arms of the Russian Federation is placed on the border marks (the main frontier posts) and at the border check points of the Russian Federation.

Article 7
The National Coat of Arms of the Russian Federation is placed:
on the standard (flag) of the President of the Russian Federation;
flags of the military units;
flags of the federal executive authorities, determined by the President of the Russian Federation;
on the 1st and 2nd class warships, in accordance with the procedure determined by the President of the Russian Federation.
The National Coat of Arms of the Russian Federation can be reprinted:
on the monetary units;
national awards of the Russian Federation and their certificates;
decorations of graduates of the state institutions of higher education.
The National Coat of Arms of the Russian Federation can be used:
on the badges of rank and uniform assigned to the military or civil servants, and can be used as the heraldic background of the heraldic symbols of the federal executive authorities.
Other ways of use are determined by the President of the Russian Federation.

Article 8
The heraldic symbols of the subjects of the Russian Federation, the municipal formations, public associations, enterprises, institutions and organizations regardless of ownership can not be identical to the National Coat of Arms of the Russian Federation.
The National Coat of Arms of the Russian Federation can not be used as the heraldic background of the coats of arms (the heraldic symbols) of the federal subjects of the Russian Federation, the municipal formations, public associations, enterprises, institutions and organizations.

Article 9
If the National Coat of Arms of the Russian Federation is placed at the same time with the emblem (the heraldic symbol) of the subject of the Russian Federation, the municipal formation, public association, enterprise, institution or organization, the National Coat of Arms of the Russian Federation is put on the left side of the other emblem facing you; if there is an odd number of the emblems (the heraldic symbols), the National Coat of Arms of the Russian Federation is put in the centre, and if there is an even number of the emblems (more than two) it is put to the left of the centre.
If the National Coat of Arms of the Russian Federation is placed at the same time with other emblems (the heraldic symbols), the size of the emblem (the heraldic symbol) of the subject of the Russian Federation, the municipal formation, public association, enterprise, institution or organization can not be greater in size than the National Coat of Arms of the Russian Federation and the National Coat of Arms of the Russian Federation can not be put lower than the other emblems (the heraldic symbols).

Article 10
The procedure of printing, use, keeping and elimination of the official printed forms, seals and other materials with the reproduction of the National Coat of Arms of the Russian Federation on them is determined by the Government of the Russian Federation.

Article 11
The use of the National Coat of Arms of the Russian Federation in violation of the Federal Constitutional Law and an outrage against the National Coat of Arms of the Russian Federation is pursued by law.

Article 12
The Federal Constitutional Law becomes effective as of the date of its publication.
