Cain the killer was the first to create a man-made form of government. According to Flavius Josephus, in his Antiquities of the Jews, Cain built a city to increase his wickedness and tyrannize over others - Cain did not amend his wicked ways, he did not do penances for his crime. Flavius Josephus:
And when Cain had traveled over many countries, he, with his wife, built a city, named Nod, which is a place so called, and there he settled his abode; where also he had children. However, he did not accept of his punishment in order to amendment, but to increase his wickedness; for he only aimed to procure every thing that was for his own bodily pleasure, though it obliged him to be injurious to his neighbors. He augmented his household substance with much wealth, by rapine and violence; he excited his acquaintance to procure pleasures and spoils by robbery, and became a great leader of men into wicked courses. He also introduced a change in that way of simplicity wherein men lived before; and was the author of measures and weights. And whereas they lived innocently and generously while they knew nothing of such arts, he changed the world into cunning craftiness. He first of all set boundaries about lands: he built a city, and fortified it with walls, and he compelled his family to come together to it; and called that city Enoch, after the name of his eldest son Enoch. Now Jared was the son of Enoch; whose son was Malaliel; whose son was Mathusela; whose son was Lamech; who had seventy-seven children by two wives, Silla and Ada. Of those children by Ada, one was Jabal: he erected tents, and loved the life of a shepherd. But Jubal, who was born of the same mother with him, exercised himself in music; and invented the psaltery and the harp. But Tubal, one of his children by the other wife, exceeded all men in strength, and was very expert and famous in martial performances. He procured what tended to the pleasures of the body by that method; and first of all invented the art of making brass. Lamech was also the father of a daughter, whose name was Naamah. And because he was so skillful in matters of divine revelation, that he knew he was to be punished for Cain's murder of his brother, he made that known to his wives. Nay, even while Adam was alive, it came to pass that the posterity of Cain became exceeding wicked, every one successively dying, one after another, more wicked than the former. They were intolerable in war, and vehement in robberies; and if any one were slow to murder people, yet was he bold in his profligate behavior, in acting unjustly, and doing injuries for gain.
It is very important to draw distinctions between man-made forms of government and Divinely Ordained forms of government.

According to St. Paul in his letter to the Romans there is only one form of Divinely Ordained form of government - that is - the authority of the Roman Emperor. All other forms of government from Monarchy to Modern Democracy are man-made.

There is no modern day form of government that is Divinely Ordained. They are all created by men - they are all man-made in nature. This distinction is important if one fails to draw the distinction then Romans 13 does not make any sense. As a matter of fact if all governments are Divinely Ordained then a man like Robert Mugabe is correct in saying that he was put into political office by God and can not be removed by the citizens of Zimbabwe.

When St. Paul speaks of the Divinely Ordained form of government he means the Roman Emperor - pagan in his day - eventually converted to Christ in time.

It stands to reason that if the authority of the Roman Emperor is the only one that is Divinely Ordained then all the rest are man-made. This includes the political authority of the United States of America and all other forms of Modern Democracy.

There is no penalty from God, there is no punishment from heaven if men resist the bad laws and bad customs of merely permitted and tolerated forms of government.

According to St. Paul and the Catholic Church men are allowed to resist bad laws and bad customs of man-made governments.

St. Paul and the Church backs him up, no one is allowed to resist the power of the Divinely Ordained Authority of the Roman Emperor. For if you resist the Divinely Ordained Authority of the Roman Emperor men will purchase themselves to damnation.

Back to Cain and his man-made government of Nod. Here is a list of Cain's bad laws and bad customs of his merely permitted and tolerated form of government:

These are the bad laws and bad customs of a man named Cain.

These are the first beginnings of bad laws and bad customs of merely permitted and tolerated forms of government. Modern day man-made government follow the ways of Cain.

Cain is the first to create a man-made form of government to oppress others.

To understand Romans 13 correctly is important to change the bad laws and bad customs of merely permitted and tolerated form of government - God will never punish men for overthrowing the bad laws and bad customs of man-made governments.
